Well, Here's another Idea: In P4, There are three random effects that depend of the efficiency of the freezing Effect:
1: Blizzard
The blizzards in the north would be HORRIBLE, and would even lower your sight. The blizzards would be fatal to units if away from all shelter, supply wagons, or Mobile Hearths(A new Idea, a warm fire on wheels.)and would be annoying to players.
2: Snow: Regular old snowing. It won't freeze your units very much at all. Hell, if you just have a supply wagon or even other troops around, Your men won't freeze.
3: Overcast Weather: No snowing, therefore no freezing. It's overcast,though, so if you've got business in the wastes, do it quick.
